Downtown Improvements
Phase 1 Construction began July 19
At the July 5th Town Council meeting the contract for the Downtown Streetscape Improvements Project Phase 1 was awarded to American Civil Constructors (ACC) of Littleton, also the contract for geotechnical services was awarded to Ground Engineering Consultants Inc of Englewood.
ACC will begin Monday July 19th. Construction is anticipated to be substantially completed by October 1 and finalized by October 15, 2010. Construction Phasing.
An informational flyer will be mailed to all residents in the Johnstown-Milliken areas, reminding everyone that businesses will remain open and accessible throughout construction.
The Town's long-time Public Improvements Inspector Tim Farner of TST, Inc. will be on the job site as project administrator throughout the project. The Contractor will also have a project superintendent on-site. Additionally, Town staff members will be downtown at various times to assist with construction and business issues.

ACC construction office will be in the old Town Public Works building at 16 N Parish Ave (the building north of the Community Center/Old Town Hall)
Work hours are generally 7:00 a.m. to 7:00 p.m. Monday through Thursday. Possibly work will be done on Friday to make up for work lost during the week. The more disruptive work like asphalt removal will try to be done at night generally from 10:00 p.m. to 7:00 a.m. There is no weekend work planned.
During the construction process ACC is planning to always provide pedestrian access to the businesses.

Downtown Improvements Construction Update

The Plan for Improvements
Background
In 2007, the Downtown Improvements Plan was crafted with a series of public workshops involving local businesses, property owners and interested citizens. The first public meeting was held on April 10, 2007 to introduce the planning team, describe the process and receive comments and suggestions. On June 20 EDAW conducted a hands-on public workshop with 15 participants. The "brainstorming session" drew from comments and suggestions and began the process of laying out possible solutions to downtown concerns, and adding detail to improvements. Traffic, pedestrian access, parking, signage, decoration and marketing were among the topics discussed. On Thursday June 21 EDAW staff and traffic engineers walked the downtown area and worked on sketches of streetscapes, parking alternatives and identifying major comments from the previous day. That evening, the ideas were discussed with interested owners, businesses and citizens during an open house. As a result of the workshop and open house EDAW held a special meeting with the owners of business property to explain the preliminary work and solicit their comments. On October 4 EDAW hosted an Open House to present the draft alternative plans for Parish Ave. The draft Downtown Improvements Plan was presented to the Planning and Zoning Commission for review and recommendation on Wednesday, October 24, 2007 at 7:00 p.m. The Commission voted to recommend approval of the plan with the parallel parking/wider sidewalks alternative for Parish Ave. The Town Council approved the Plan on December 3, 2007.
Implementing the Plan
Design Development
In April 2008 the Town engaged AECO/EDAW to prepare Design Development plans for improvements to Parish Avenue, based upon the approved Implementation Plan.
Downtown Task Force
In June 2008 Mayor Mark Romanowski and Town Council appointed a Downtown Task Force to oversee the progress of the detailed design and to communicate with the downtown business and property owners and the Town Council. Starting in July 2008 the Task Force conducted monthly meetings with Town staff and EDAW representatives, addressing details and issues related to downtown improvements.
Design Guidelines
In February 2009 the Task Force recommended to Town Council adoption of Design Guidelines for the planned Facade Grant Program. The Task Force has also recommended standard designs for new pedestrian-level street lights and decorative street signs. The Town Council approved the Guidelines and the lighting and signage designs. Town staff is working on quotes from vendors for the fixtures.

Protoype Improvements Completed
Initial, prototype improvements were completed Summer 2009 between South 1st St. (State Hwy 60) and South 1st Place. The improvements include new curb and gutter, expanded sidewalk with brick paver inserts, engraved street names, decorative street lights, street trees and benches.
